I was originally planning to stay in Penzance because of the better bus connections to most of the above sites but have read some negative reviews of this town on the forum.

The seating, boxes and stage were cut from the granite cliff, while succulent plants bring a sprinkle of colour to the grey stone. Grab a map and walk through the otherworldly gardens, past enormous perspex pinwheels and a wall of taps, and organic artworks that blend into their woodland surroundings. The Minack Theatre, near Porthcurno, is quite unique and well worth a visit.
I think you will be balancing convenience for travel against 'attractiveness'.

Also this year we decided not to hire a car and, in order to make the most out of our 4 days in Cornwall, we picked Penzance as base for our four-day stay, as it is served by a number of buses and trains.

The south west is a lovely place full of lovely surprises wherever you go or stay, so I hope you have a wonderful trip there, without too much wind and rain, which can also be quite spectacular when staying on the coast. I am planning a 1-week trip to Southwest Cornwall in May 2017 and will arrive in Penzance by train from London's Paddington Station. Being so close to the centre of Penzance, Long Rock Beach is a favourite with local families, not least because the shore is so shallow and the surf is light.

Since I've never been to Cornwall, I can't comment on these reviews. I was on vacation with my parents in Cornwall last year without a car.
